This will give way to the next stage in the progress of a technological offer shared by the main European partners, developed thanks to the support of the EU 7th Framework Programme
CLINES has succeeded in agreeing on, amongst other milestones, 5 strategic objectives aimed at the development of the European SmartCity technological skills. This January, the SMARTCITYTECH consortium was primarily constituted to warrant the sustainability of the proposal and to develop the outlined projects. It is financed by the EU COSME programme. Hence, it takes the helm of 3 years of work analysing competences and objectives for the EU technological offering, finally materialising into a shared Action Plan and a Business Agenda with a clear international vocation
With a timeframe of 14 months, a technological and business Agenda will be created destined to deploy European strengths, currently faced by the new arising opportunities thus coming from the increasing incorporation of technology in all &aacute;reas of city life, specifically around embedded systems (sensors etc) and the use of Big Data. Overall, the members of this project represent more tan 1000 organisations, mainly SMEs, and over 60000 professionals in total
The increasing urbanisation and service development that demands the smartization process is an unstoppable trend around the world. The Clines Project - Closure Event




Urban areas are melting pots for new&nbsp;opportunities. They functionas connecting points for people wholive, work, meetand enjoy their spare time at the same place.In this way, urban areas represent the getting together of the known pastand the unknown&nbsp;future. People are eager to adopt new products and services which make their life, work and spare time more enjoyable and efficient. These new features will make them more resilient to future andoften unknown events.




Smart Systems&nbsp;can enable these products and services. However, to apply smart system technology and to realize new solutions for citizens in urban areas cooperation between citizens, innovators, technology experts, policy makers and other stakeholders is key.




The CLINES project had as major objective to prepare for a&nbsp;joint action plan&nbsp;aiming at promoting economic development in the area of smart systems for smart cities. With this event the CLINES consortiumDSP Valley (BE), Aalborg University (DK), GAIA (ES), Tecnalia (ES), BICCnet (GE) aims at sharing the knowledge built through the project and hand over this experience and deliverables to the SmartCityTech partnership a follow on initiative aiming at driving the development of new applications for urban areas enabled by smart systems. Although this event is a closing event, it also initiates some new joint actions, starting with a new fast track to innovation on wearable technology.















CLINES Innovation Workshop &ndash; Immerse your future enabled by wearable technology




On&nbsp;June 15th 2016, CLINES Partner DSP Valley initiates a new Fast Track to Innovation in cooperation with its Flemish and international partners from CLINES Project. This fast track innovation aims at speeding up the innovation process by adapting cross-sector and cross-discipline collaboration. The first step is to think big by defining moonshot projects which can then be transformed into concrete and realistic projects that lead through a facilitated process to conceptual ideas, prototypes of new products and/or new services ready to be launched. Achievements in which we all believe and which are invaluable to pursue if we want to realize our moonshot ideas.




How do we start?&nbsp;On June 15th we embark on this innovation journey. Experts from the business areas of mobility, health, nutrition, retail, sports and other sectors are brought together in a facilitated moonshot workshop. This workshop will deliver moonshot ideas as answers to the key question: "How can wearables enhance quality of life in urban areas?"




What's next?&nbsp;Through a sequence of inspiration sessions, workshops, hackathons and matching events we will further elaborate on the moonshot ideas, give insight into concrete projects in specific domains and develop spider-consortia which can set up projects and make those ideas happen.

En el marco del proyecto europeo CLINES, el pr&oacute;ximo 27 de Abril se celebrar&aacute; el 4&ordm; Workshop de Innovaci&oacute;n abierta, tras los celebrados en Bruselas, Aalborg y Munich. El workshop est&aacute; especialmente orientado a las empresas interesadas en las Smart Cities y tiene como objetivo identificar necesidades, generar propuestas e ideas rompedoras y proponer soluciones y nuevos productos que mejoren la vida en las ciudades del futuro.
Si pertenece a una empresa dedicada a la tecnolog&iacute;a desde un espectro amplio: servicios TIC avanzados, tecnolog&iacute;as embebidas, soluciones IoT, productos y soluciones Smart, etc. le interesa participar para abrir nuevos horizontes y oportunidades de negocio.

We will share success stories and cooperate to identify these solutions, which will later allow us to tackle design and transformation challenges of the cities of the future.&nbsp;

The demand for &ldquo;smart&rdquo; products and services, together with issues of accessibility for the citizenship, are boosting the development of a top-tier technological industry.
&nbsp;In the session to be held in the German city of Munich this coming October 28, attendants will be able to hear two inspiring experiences for themselves; when their respective leaders will present them. On one hand, the city of Munich itself, and on the other, the municipality of Buenos Aires, which, with a population of over 13 million, will present its vision on how to advance in this direction in very large territorial contexts. The contrast between these two experiences will allow those participating to debate specific solutions for different realities, and identify collaborative work areas.

The third edition of the&nbsp;Sustainable Places&nbsp;conference,&nbsp;an original initiative from the&nbsp;RESILIENTand&nbsp;PERFORMER&nbsp;FP7 European project consortiums, will gather scientists, researchers and engineers, from research institutes and the industry, around one of the greatest challenges societies have ever faced:&nbsp;ensuring long-term environmental sustainability of ever-growing, densifying urban areas, in a resource-constrained world.
To tackle this issue, the event offers to question energy efficiency at building, district and city levels. To this end, Information and Communications Technology (ICT) along with other key research domains (energy, materials, methods and practices, etc) will be at the core of the conference.
As usual, the Sustainable Places 2015 will encourage&nbsp;networking and clustering among projects funded in the framework of the&nbsp;FP7&nbsp;and&nbsp;H2020 EeB PPP. On this occasion, participants will have the opportunity to assess innovative initiatives, access up-to-date information, discuss market trends and envision possible synergies.

The project has the potential to create the equivalent of 1,500 jobs across Europe, and aims to reduce energy usage by 60 percent, and cut EU transport emissions at project level by 60 percent.
GrowSmarter is funded by the European Commission under the Horizon 2020 programme and will run for five years.

The main objective of this project, developed by&nbsp;Fab Lab Barcelona&nbsp;at the&nbsp;Institute for Advanced Architecture of Catalonia, is to promote the&nbsp;collective construction of smarter cities by their own inhabitants.
Based on geolocation, the Internet of Things and open source hardware and software, the platform connects data, citizens and knowledge in order to create more efficient relations between resources, technology, communities, services and events within the urban environment.
The Smart Citizen initiative encompasses two elements: a&nbsp;sensor board that captures environmental data&nbsp;and uploads it to the Internet and a&nbsp;platform that collects this data&nbsp;to make it useful for the users.
On its website, anyone can see which&nbsp;users&nbsp;are already contributing collecting and sharing information about their city using the&nbsp;Smart Citizen Kit&nbsp;for urban monitoring. It is also possible to check which&nbsp;devices are online and offline, to read some&nbsp;documents&nbsp;about the project and to interact with other people in the&nbsp;forum.

The initiative&rsquo;s aim is to make it easier for city councils and start-ups to improve services as transport, energy efficiency or e-health. This project will be achieved thanks to FIWARE, an EU-funded open source platform and cloud-based building blocks that can be used to develop a lot of different applications in the huge range of topics that Smart Cities tackle.
Through the OASC deal, the EU and Brazilian signing cities will be able to share open data which will also allow start-ups to develop apps that could suppose a benefit for all citizens. Furthermore, the new systems that emerge from this platform will be shared between cities.

The EU signing cities are: Brussels, Ghent, Antwerp (Belgique), Copenhagen, Aarhus, Aalborg (Denmark), Helsinki, Tampere, Espoo, Vantaa, Oulu, Turku (Finland), Milan, Palermo, Lecce (Italy), Lisbon, Porto, Penala, Fund&atilde;o, Palmela, &Aacute;gueda (Portugal), Valencia, Santander, M&aacute;laga, Sevilla (Spain). &nbsp;

Each detector, about half a shoebox in size, scans 30 meters (100 yards) of road and uses a smartphone application to transmit information about potential spaces matching the car's size.&nbsp;"We're in talks with several cities about their parking situation and about running pilot schemes," Marcus Zwick, the head of the project, told reporters Wednesday in Munich. "We expect to launch a pilot in Dubai this year, after Berlin."&nbsp;Cities are under pressure to find ways to alleviate congestion and reduce air pollution. London authorities charge 11.50 pounds (.80) a day for vehicles entering the inner-city area. Berlin permits only low-emissions vehicles to enter its downtown.&nbsp;The Siemens system, which will be ready for a broader rollout next year, is designed to help municipalities make better use of limited space and cut congestion as well as emissions, the Munich-based company said. After the keynote speeches the participants gave a brief introduction about their backgrounds and their experiences as well as their opinions on Smart City topics. Four themes have emerged as priority areas:
Smart Mobility: Multi-modality mobility services with integration of private providers and public transport; management of parking spaces
Smart Environment: Energy management via virtual power plants and for smart grids, specifically applied to residential areas; networking infrastructure / building / industrial facilities
Smart Living: Energy and heat control, with the help of sensors; Safety and comfort solutions with sensor floor in private buildings environment
Smart Governance:&nbsp; E-Government; E-Participation
All participants agreed that the technological possibilities of ICT&nbsp;are&nbsp;of great importance.&nbsp;In addition, the citizens' enthusiasm for the success of the smart city initiatives is crucial. The City of Munich regards the "Smart City-Interest Group Bavaria" as a competent platform for exchanging ideas and suggestions.
The regional interest group will meet again in February 2015

Working together to make our cities smarter
Cities are the major source of European economic activity and innovation. Every city is unique but also struggles with similar issues such as congestion, air pollution, raising energy costs etc. Smart urban technologies and services offer enormous prospects in this regard. However, greater concerted action between cities, industry, innovative SMEs, research organisations and civil society actors is needed to accelerate their roll-out.
This is the core intention of the European Innovation Partnership (EIP) on Smart Cities and Communities. This Invitation for Commitments (deadline 15/06/2014) invites all stakeholders, to step forward and support the objectives of the EIP by communicating and sharing their ideas and plans for actions at the interface of energy, transport and information and communication technologies. We welcome existing initiatives as well as ambitions for the future.
Bringing together innovative ideas and actions from across Europe this way will help develop a dynamic market place for innovation exchange and partnering to the benefit of cities, citizens and companies. The Invitation for Commitments is distinct and independent from Calls under Horizon 2020; it is not a funding instrument.

Why submit a commitment?
Often, cities or companies have good ideas but struggle to find the right partners. This leads to delays and creates additional costs . Becoming part of the European Innovation Partnership on Smart Cities and Communities is all about finding the right partners, facilitating synergies between city authorities and companies together with other stakeholders so that also access to finance becomes facilitated.

The collaboration will concretize in the form of a handbook for Smart Cities, with a specific focus on&nbsp;policy-makers and other stakeholders wishing to improve public service delivery leveraging existing technologies and open innovation techniques.

There is growing recognition that finding new solutions to today&rsquo;s most pressing development challenges requires going beyond the realm of government experts and traditional partners. To keep up with the rapid pace of innovation, new approaches are needed for engaging the private sector, academia, and civil society in developing, implementing, and scaling up the best ideas.
One such open innovation methodology is the &ldquo;living lab&rdquo; model, an experimental environment where users and producers co-create new information and communication technology (ICT) approaches. In a living lab, age-old problems around access to information about clean water, school performance, or health care are no longer solved exclusively by institutional experts, but by networks of actors engaging and co-creating with users in a creative social space.
On July 10 2012, the World Bank signed a Memorandum of Understanding with the&nbsp;European Network of Living Labs (ENoLL).&nbsp;The agreement between the World Bank and ENoLL brings global expertise in the area of user-driven ICT to help the World Bank and its clients improve public services, increase civic participation, advance public administrative capacity, and drive green growth. And it will help the two institutions further their shared goal of finding new approaches to improving the public services that affect the everyday lives of millions of people in developing countries.
With over 330 living labs, ENoLL members are transforming citizen-centered innovation and data-driven government. Several actions and activities have been jointly developed between the ENoLL members and the World Bank. Representatives of the World Bank joined the ENoLL Summer School 2013&nbsp;(with strong focus on City Innovation) held last August&nbsp;in Manchester &nbsp;and offered a key note speech during the Living Lab World Wide Conference day (video).
This collaboration has lead to the development of a handbook/toolkit for Smart Cities. The World Bank and ENoLL publicly announced the production of a Living Lab toolkit for Cities during the World Bank event &ldquo;CitiSense&rdquo; &nbsp;held in Barcelona, November 2013.
The Living Lab Handbook for Cities&nbsp;is planned to be published next Summer 2014. The publication consists on pragmatic cases and methods, published both as a print version and as an online repository.

When it comes to smart cities, Europe is the model for the rest of the world to learn from. European cities tend to be denser, have better public transit, larger commitment to cycling and walking, a stronger focus on sustainability and low-carbon solutions, and perhaps most important, a culture and citizenry more engaged in the journey towards more sustainable and smarter cities. Of course this is a generalization: this series of regional ranking reports has demonstrated leadership from cities across the globe.
But, as I wrote in our rankings of North America's smartest cities, our urban centers "demand 21st-century solutions to accommodate their growing populations in ways that not only maintain the quality of life, but also improve it. In short, smart cities are innovative cities."
Without further ado, here is the top 10 smart cities for Europe in 2013.
1. COPENHAGEN
Notching top spot for the second year in a row Copenhagen has established a reputation as the leading green city across the globe. Copenhagen led the Siemens Green City Index for Europe and has also been selected as the European Green Capital for 2014. And with good reason. Copenhagen has one of the lowest carbon footprints/capita in the world (less than two tons/capita). Copenhagen also has the most ambitious carbon reduction plan of any major city in the world. They aspire to achieve carbon neutrality by 2025. That may sound a ways away but that is only 12 years from now.
In order to achieve such an ambitious goal, the city has established hardcore targets including energy efficiency and renewable objectives, green building standards (all new buildings to be carbon neutral by 2020), and increased transit access to name a few.
Of course, our readers&nbsp;are well aware of the impressive cycling rates in the city-approximately 40% of all commutes are conducted by bike. The city also recently collaborated with MIT to develop a smart bike equipped with sensors to deliver to provide real-time info to not only the rider but also to administrators for open data aggregation on issues of air contamination and traffic congestion.

2. AMSTERDAM
Like Copenhagen the cycling rates here are off the charts. In fact, Amsterdam may be the only city in the world that has more problems with pedestrian and cycling traffic congestion than vehicle congestion. 67% of all trips are done by cycling or walking. In fact, on a daily basis there are 10,000 bikes parked anywhere a space can be found adjacent to the central train station.
But Amsterdam is much more than just bikes. In fact, in speaking with the founder of this first bikesharing project in the world,&nbsp;which occurred in Amsterdam decades ago, Luud Schimmelpennick, showed me videos of their first experiment in electric vehicle sharing in the early 1990s.
In recent years, Amsterdam has stepped up its pace to be a leading smart city. Amsterdam Smart City is a public private partnership focused on using the city as an urban laboratory for the use of open data, new mobility solutions and ultimately improved quality of life for all residents and visitors. The collaboration has already supported more than 40 smart city projects ranging from smart parking to the development of home energy storage for integration with a smart grid.

3. VIENNA
Vienna has long been known as having a very high quality of life, but it is a city that hasn&rsquo;t rested on its quality reputation. Vienna has a sizable range of smart cities activities and a planning department, led by Thomas Madreiter, that gets it.
In fact Vienna recently created a public private entity, TINA Vienna which is tasked with co-developing smart city strategies and solutions for the city. They gave me a document which summarizes more than 100 smart cities projects being developed throughout the city. One cool project is the so-called &ldquo;Citizen Solar Power Plant." With a goal of obtaining 50% of their energy from renewables by 2030, the city partnered with the local energy provider, Wien Energy, they developed a crowd-funding model whereby individual citizens can buy half or whole panels and receive a guaranteed return of 3.1% annually.
Vienna is also testing out a range of electric mobility solutions from expanding their charging network from 103 to 440 stations by 2015 to testing EV carsharing and electric bike rentals. Another important innovation has been in rezoning dense neighborhoods allowing for zero-parking residential buildings. Residents in these communities commit to not owning a personal vehicle.
Finally, Vienna is renovating a 40 hectare former slaughterhouse district and turning it into a much smarter use: an innovation district focused on media science and technology. By 2016, the city expects 15,000 people to working on startups in the Neu Marx Quarter district.

4. BARCELONA
Barcelona is a cosmopolitan city known for its sun, architecture, and lively streets. Yet, Barcelona has been building a rather impressive portfolio of smart city initiatives over recent years. The city has taken a unique position of not only advancing its own initiatives, but trying to provide support for the global smart cities movement. This has been manifested in a few key initiatives. One, Barcelona holds the premier global event for smart cities stakeholders, the Smart Cities Expo World Congress. Pilar Conesa, the city&rsquo;s former chief technology officer, is the director of the congress, and with her support, Barcelona has actually expanded this initiative to other parts of the world. This year, they co-hosted a smart cities expo in Bogota to serve the Latin American region. Barcelona is the driver behind the City Protocol initiative which seeks to connect global cities in pilot projects to address common challenges.
But for those living in Barcelona (or visiting) there is a lot going on in this space. Barcelona was an early player in testing e-mobility. They have an excellent bike-sharing project with more than 6,000 bikes, although last I visited, only residents could use them. Barcelona has also been testing all kinds of sensors on everything from noise and air contamination to traffic congestion and even waste management. Barcelona&rsquo;s 22@ innovation district is also an impressive mix of smart urban planning and entrepreneurial innovation. This sector of the city has been transformed into an innovation home attracting local and international entrepreneurs to set up shop. The district has been so successful that it has inspired cities like Boston and Buenos Aires to follow suit. With all of their innovations and strong quality of life, perhaps it is no surprise that the life expectancy in Barcelona is among the highest of cities I have studied (83 years).

5. PARIS
Paris, most known for its fantastic museums and of course the Eiffel Tower, Paris has become a pioneer in the smart cities arena. Their most impressive initiatives have been in their complete embrace of shared mobility. Paris has led the world in their expansive and widely used bikesharing network, V&eacute;lib'. Currently, the system has more than 20,000 bikes and 1,800 bikes throughout the city. Evidence suggests that Velib has led to a 5% reduction in vehicle congestion in the city. Not to be outdone, the city partnered with Bollor&eacute; to create one of the world&rsquo;s first and most expansive EV carsharing programs. Launched in 2011, Autolib will soon have 3,000 EVs in its carsharing fleet.
Paris has also managed to foster a thriving entrepreneurial ecosystem. The Startup Genome project recently measured city-based entrepreneurial ecosystems around the globe, taking into account variables such as access to capital, volume of startups each year and innovations generated. Paris&rsquo; ecosystem was rated 11th best in the world.

6. STOCKHOLM
Stockholm has a deservedly green reputation. In fact, about 40% of its land mass is dedicated to green space. Stockholm was rated #2 in Siemens Green City Index. In 2010, Stockholm was the first city to be awarded the EU Green Capital status. Stockholm residents are also amongst the highest per capita users of the Stockholm Metro system. Like its Scandinavian peer, Copenhagen, Stockholm also aspires to become carbon neutral, by 2050 instead of 2025. Due to congestion management including urban tolling and pollution controls, Stockholm is the only global city to meet stringent the World Health Organization&rsquo;s recommended air contaminant standards. Stockholm also can boast about its 800 kilometers of cycling paths.
It&rsquo;s not all about being green. Stockholm has also received top marks for its commitment to digital governance. Out of 100 global capitals surveyed by Rutgers University, Stockholm was rated 7th and scored 1st amongst cities for its commitment to data privacy and security for citizens. The Stockholm Royal Seaside (SRS) urban regeneration project has also become a test bed for new information and communication technologies (ICTs) designed to improve the quality of life, grow the local economy and help Stockholm remain a green leader in the region.

7. LONDON
Not surprisingly, London earned first place in the smart economy category. It has long been considered the financial capital of Europe, but it has also emerged as a leader in entrepreneurship. The Startup Genome project rated London the 7th best entrepreneurial ecosystem, number one in Europe.
Of course London made waves with its congestion zone which generates additional income for the city while reducing traffic in the urban core. London also took strategic use of the Olympics (like Vancouver before them) to help make the city greener while also focusing on economic development. London&rsquo;s Royal Docks emerged from the Olympics planning as a regenerated, sustainable commercial and residential area. This area is already home to one of the greenest and smartest buildings in Europe, the Crystal, built by Siemens to showcase smart city technologies.

8. HAMBURG
Hamburg is the second largest city in Germany and the first of two to make the top 10 ranking this year. Like a few others on this list, Hamburg also was awarded the European Green Capital designation in 2011. Hamburg also offers a high standard of living having been ranked 17th globally by Mercer in 2012 and eighth globally by Numbeo.
In recent years, Hamburg has embarked on widescale transformation. At 157 hectares, HafenCity (Harbor City) is Europe&rsquo;s largest urban regeneration project. When completed in 2025, this roughly billion project will house a university, a port, and lots of mixed-use residential and commercial development connected with excellent, green transit.

9. BERLIN
Berlin has a lot going for it as well. A concept closely tied to smart cities is the creative class work led by famed researcher Richard Florida. The evidence suggests that successful cities of the future will be those that are able to attract and retain the creative class who will lead urban renewal and economic growth through innovation and entrepreneurship and by supporting a vibrant cultural scene. Berlin has that in spades.
Enrique Moretti said it better than I can, in his recent book, The New Geography of Jobs: &ldquo;Berlin&rsquo;s well-established progressive attitudes, gritty but interesting architecture, and tormented history inspire a feeling of experimentation ... two zoos, three major opera houses, seven symphony orchestras, and scores of museums ... Walking along the beautiful streets of the historic downtown, you cannot escape the impression that this unique mix of creativity and high quality of life is hard to surpass ...&rdquo;

10. HELSINKI
Helsinki barely edged out Oslo for the 10th and final spot in this year&rsquo;s rankings. Helsinki really shines in the Smart Government arena. They have more than 1,000 open datasets and have been actively promoting engagement with developers through hackathons. They also played host to the first global Open Knowledge Festival in 2012. Berlin by the way is the host in 2014. Helsinki also launched their Forum Virium Smart City Project to provide ubiquitous data to their citizens in hopes of improving quality of life.
Oslo, Brussels, and Frankfurt earned honorable mention for 2013.

This Initiative will foster the dissemination throughout Europe of the most efficient models and strategies to progress towards a low carbon future.
This Initiative will support cities and regions in taking ambitious and pioneering measures to progress by 2020 towards a 40% reduction of greenhouse gas emissions through sustainable use and production of energy. This will require systemic approaches and organisational innovation, encompassing energy efficiency, low carbon technologies and the smart management of supply and demand. In particular, measures on buildings, local energy networks and transport would be the main components of the Initiative.

The project is aimed at boosting innovation and competitiveness of European businesses in the field of embedded systems technology oriented to smart cities, more specifically, to energy efficiency.
At the presentation, preliminary tasks were carried out like the drawing of a road map including capabilities in the sphere of smart cities. In the first stage of the project, a knowledge map will be drawn of the regions involved, indicating what they are doing in the fields of smart cities.

CLINES will explore how embedded technologies can make cities smarter, with a focus on increased energy-efficiency.

The 36-month project is funded by the European Commission through the 7th Framework Programme. Participating clusters include Brains Business (Denmark), BICC NET (Germany), GAIA-Cluster TEIC (Basque Country) and DSP Valley (Belgium). Among its partners are technology centres, universities and national agencies, such as Aalborg Universitet, Fundaci&oacute;n Tecnalia and IWT (Flemish Agency of Innovation, Science and Technology).
Through strategic cooperation, a common agenda will be established to:

Help small businesses in their regions with investments in innovation to improve global competitiveness
Establish new joint funding sources based on good practices in all regions
Help develop smart specialisation strategies in all regions, building on specific individual knowledge and following common cross-border action plans.

In the first stage of the project, a knowledge map will be drawn of the regions involved indicating what they are focusing on in the domain of smart energy-efficient cities powered by embedded technologies.
&lsquo;Using the information on the map, we will prepare a working agenda that will help us go further to encourage business innovation and competitiveness at the global level in fields of high strategic interest,&rsquo; a member of the consortium said.
